The Flow of MUI Halal Stipulation Process

By the enactment of Act Number 33 of 2014 concerning Halal Product Assurance (JPH Act), there are at least 3 institutions involved in the halal certification process in Indonesia, namely: Halal Product Assurance Agency ( BPJPH), Indonesian Council of Ulama (MUI) and Halal Inspection Body (LPH). The current LPH in Indonesia is the Assessment Institute for Foods, Drugs and Cosmetics Indonesian Council of Ulama (LPPOM MUI).

As is well known, the history of halal service in Indonesia is very long, starting from 1989 when the LPPOM MUI was formed, until 2019 the effective enactment of the JPH Act. This has an impact on various changes in halal certification in Indonesia, one of which is the transformation of the MUI halal certificate into the MUI Halal Decree.

In obtaining this MUI Halal Decree, there were not too many changes as in the flow of obtaining MUI halal certificates. This change is the addition of initial registrations that were previously carried out at LPPOM MUI, now carried out at BPJPH. And the next process is carried out at LPPOM MUI through the Cerol-SS23000 online halal certification application.

The following are the details of MUI Halal Stipulation process

1.      Registration

Company carries out the halal registration at BPJPH by attaching various administrative documents, one of which is a Business Identification Number (NIB) and other required documents which are sent via email: [email protected]. For further information, please visit the website: www.halal.go.id

2.      Registration for Halal Inspection Products

Registration for this examination is carried out at LPPOM MUI as one of the LPHs that has been in existence for 31 years through the application of the online halal certification Cerol-SS23000. Registration can be made at www.halalmui.org.

In the halal certification registration tab, companies can select registration based on the product distribution area. For SMEs owners with product distribution in certain areas, they can choose to register for provincial halal certification.

As for companies with national and export distribution coverage, a central halal certification registration can be selected.

3.      Signing up for the Cerol-SS23000 LPPOM MUI Online Halal Certification Application

The next step is to sign up for the Cerol-SS23000 online halal certification application directed to:  www.e-lppommui.org.

Companies are required to fill in complete profile data including a contact person as a company representative who will continue to coordinate with LPPOM MUI.

To simplify the application process, companies need to look at the Cerol-SS23000 manual that has been provided.

4.      Uploading Halal Document

After signing up, the company is required to activate an account so that it can proceed to the next step, namely uploading halal documents.

In the process of uploading halal documents, companies need to attach various related documents, including: Halal Assurance System (SJH) manual, list of products, list of raw materials, and material vs product matrix.

5.      Fulfilling the The Halal Stipulation Agreement 

Company can fulfil the halal stipulation contract as stipulated by the LPPOM MUI which includes various components, including: halal auditor professional services, examination / testing fees, to halal determination administration.

6.      The Audit

The examination / testing process is carried out in three stages, pre audit, audit, and post audit.

The pre-audit is carried out to check the completeness and suitability of the halal document whether it has met the stipulated halal certification requirements and procedures or not. If not, then the company needs to complete it in order to move on to the next process, or the auditing.

An audit is carried out by checking into a production facility to see the production process of a product. This is to ensure that all processes from downstream to packaging and distribution of products are free from contamination of non-halal or unclean materials.

Post audits are carried out to check facts and data on the results of the audits that have been carried out. If there are deficiencies or weaknesses, LPPOM MUI will immediately inform you through the Cerol-SS23000 application and the company must to complete it.

7.      Determination of the Halalness of Products

After passing the checking process by LPPOM MUI, the product examined will be forwarded to the MUI Fatwa Commission to decide whether the halal status of the product is in accordance with syari’a or not.

8.      Downloading the Halal Decree

If a product has been determined to be halal by the MUI Fatwa Commission, a Halal Decree will be issued and can be downloaded on the Cerol-SS 23000 application. As for the physical documents, the company can take it directly at the LPPOM MUI office both at the central and province. (YS)
