Starting in October 2026, every micro and small enterprise (MSME) operating in the food and beverage sector, slaughtering services, and other services related to food and beverage products will be required to have halal certification for the products they produce and trade. From the consumer perspective, this is necessary to provide protection and legal certainty. From the business perspective, halal certification adds value to the product.

To prepare MSME players for the mandatory halal requirement in October 2026, LPPOM is organizing the Festival Syawal 1447 H.

What is Festival Syawal 2026?
Festival Syawal is an annual program organized by LPPOM since 2021 as part of efforts to expand halal education. This event involves various stakeholders—such as MSMEs, raw material suppliers, and the government to build a more integrated halal ecosystem. In 2026, the festival focuses on supporting MSME readiness in welcoming the mandatory halal requirement in October 2026.

Theme and Focus of Festival Syawal 2026
Festival Syawal 2026 carries the theme of the role of raw material stores (tobaku) for local MSME businesses. This event is designed by LPPOM to empower tobaku in providing halal materials for MSMEs. If the materials used have unclear origins, the halal certification process for MSMEs purchasing from tobaku may be hindered or even fail. Therefore, LPPOM will facilitate halal certification for selected tobaku.

Halal-certified tobaku will provide halal materials supported by proper documentation, including ensuring traceability of those materials. MSMEs applying for halal certification require halal documentation of raw materials, which can be obtained from certified tobaku. In turn, the availability of halal materials will make it easier for MSMEs to obtain halal certification.

This year’s festival focuses on:

  • Accelerating halal certification for MSMEs
  • Strengthening the halal supply chain from upstream to downstream
  •  Increasing business players’ understanding of SJPH (Halal Product Assurance System)

Time and Location of Festival Syawal 2026
Festival Syawal 2026 takes place throughout the months of Ramadan and Shawwal 1447 H. The event is held extensively across various regions in Indonesia, managed by LPPOM provincial offices or representative offices, such as Bangka Belitung and North Sumatra. The goal is to reach business players in different regions so they can access halal education and certification facilitation more broadly.

Series of Activities in Festival Syawal 2026
Festival Syawal 2026 features various activities designed to provide direct benefits to business players, such as:

  1. National Webinar on Mandatory Halal MSME 2026
    The main agenda of this LPPOM 2026 event is the Mandatory Halal MSME 2026 Webinar with the topic “Raw Material Stores Can Determine the Fate of MSMEs.” This event was held on March 5, 2026, as part of the Festival Syawal 1447 H series.
    This webinar aims to increase participants’ understanding of the risks of using non-halal and unsafe materials, so MSMEs can go through the halal certification process with minimal obstacles.
  2. Halal Education Across Indonesia
    LPPOM also conducts outreach programs in various provinces—such as Bangka Belitung and North Sumatra—targeting MSME owners, tobaku, and business players in the food, cosmetics, and traditional medicine sectors.
  3. Social and CSR Programs
    As part of its social initiatives, LPPOM distributes 1,100 basic food assistance packages and constructs mosque canopies to strengthen the program’s social impact.

Impact of Festival Syawal 2026 on the Halal Ecosystem
Festival Syawal is expected to have a significant impact on business players and the halal industry in Indonesia, including:

  1. Helping Business Players Face Mandatory Halal Regulations
    This event is expected to assist MSMEs in registering their products for halal certification. LPPOM educates tobaku to ensure the halal status of the materials they provide, thereby accelerating the certification process for MSMEs using those materials.
  2. Facilitating Free Halal Certification
    Through this program, LPPOM facilitates halal certification specifically for micro and small businesses, including raw material stores, frozen food or meat shops, and meat stalls in markets. This program aims to ensure halal supply chain integrity from the upstream level.
  3. Facilitating Tobaku Business Players
    This program is designed to educate and facilitate tobaku in gaining access to halal certification. In addition to increasing consumer trust, halal-certified tobaku are expected to help MSMEs prepare for the October 2026 mandatory halal requirement.
  4. Strengthening Tobaku’s Position
    This program is also expected to strengthen tobaku’s position as part of the supply chain, ensuring that halal production processes remain consistent—from upstream to downstream.
