Starting in 2026, the cosmetics industry in Indonesia will enter a new era, requiring all products to be certified as halal. This regulation is not merely a regulation, but a gateway to the vast Muslim consumer market, both domestically and globally. LPPOM, as one of the leading Halal Inspection Body (LPH), is ready to play an active role in assisting industry players in fulfilling this obligation.

With a population of over 242 million, of which more than 85% are Muslim, Indonesia has a vast potential market for halal cosmetics. Its annual business turnover reaches billions of US dollars, making it a strategic opportunity that cosmetics industry players should not ignore. 

This was conveyed by the Principal Secretary of the Halal Product Assurance Agency (BPJPH), Muhammad Aqil Irham, at a seminar entitled “2026 Mandatory Halal: Practical Strategies for the Cosmetics Industry,” held by LPH LPPOM during the Indo Beauty Expo, in collaboration with PT Kristamedia Pratama (Krista Exhibitions), at the Jakarta International Expo (JIExpo) on August 8, 2025. 

The government, he stated, has enacted Government Regulation (PP) No. 39 of 2021 concerning the second phase of this halal certification obligation, which covers the types of cosmetic products used, utilized, and sold to the public. The phase-in period for mandatory halal cosmetics will take effect on October 17, 2026. 

“Public awareness of halal products, including cosmetics, is increasing rapidly. Consumers are now highly concerned about halal certification. The government is providing incentives in the form of halal certification funding for MSMEs. Conversely, those who refuse to comply with mandatory halal requirements face not only regulatory sanctions but also market punishment, namely being abandoned by increasingly conscious and selective consumers,” said Aqil. 

On the same occasion, Mulyorini Rahayuningsih Hilwan, a member of the Halal Audit Quality Board (LPPOM), explained that there are two key aspects to consider in ensuring the halal status of cosmetics. First, the raw materials. A detailed audit process must be carried out to ensure that the product or raw materials do not contain any impure or non-halal ingredients. Second, laboratory testing, specifically to ensure the product’s water permeability, is crucial, as this relates to its purity during use. 

“Interestingly, the need for halal certification doesn’t just apply to food products. Cosmetic products, such as lipstick, lip balm, or toothpaste, also have the potential to be accidentally ingested, so they must be ensured to be free of haram and impure ingredients. Even products used externally, such as body lotion, soap, or nail polish, even if not consumed, are still required to comply with the Halal Product Assurance System (SJPH),” said Mulyorini, who also works as a lecturer in the Department of Agro-Industrial Engineering, Faculty of Agricultural Technology, IPB University. 

She also shared five practical strategic steps for cosmetics industry players that can be implemented starting now: 

  1. Determine the business scope and production process. 
  1. Understand the SJPH criteria thoroughly. 
  1. Appoint and train halal supervisors. 
  1. Prepare raw material documentation and SJPH documents. 
  1. Implement SJPH throughout the production chain. 

The benefits of having a halal certificate are significant. This certificate is valid for life as long as there are no changes to the ingredients or process, is internationally recognized, and opens up significantly broader market access. With increasing consumer awareness, halal certification is no longer an option but a necessity and a long-term investment for the sustainability of the cosmetics business in Indonesia.
