As the mandatory halal certification for the cosmetics, traditional medicine, and health supplement sectors approaches in 2026, attention is no longer focused solely on finished products but also on raw and supporting materials. Halal Inspection Body (LPH) LPPOM emphasizes the importance of ensuring halal compliance from the very beginning of the supply chain to maintain product integrity and strengthen public trust in products circulating in Indonesia.

In line with the strengthened implementation of mandatory halal certification in 2026, the focus now extends beyond finished goods to include raw materials and auxiliary materials used in production processes. Halal Inspection Body (LPH) LPPOM highlights the importance of ensuring halal integrity from the upstream stages, particularly in sectors such as cosmetics, traditional medicine, and health supplements, which often utilize materials derived from both natural sources and chemical processes.

To support this effort, LPPOM organized a webinar titled “Beyond Finished Products: Mandatory Halal for Raw and Supporting Materials in Cosmetics, Traditional Medicine, and Health Supplements 2026” on March 11, 2026. The event aimed to deepen understanding of the importance of halal assurance, not only for finished products but across the entire supply chain, especially raw and supporting materials used in production.

The Commercial & Partnership Director of LPPOM, Dr. Ir. Muslich, M.Si., explained that within the Halal Product Assurance ecosystem, LPPOM serves as a Halal Inspection Body (LPH) responsible for conducting halal audits on products submitted for certification. This process includes receiving certification applications, conducting pre-audits, scheduling and performing on-site audits at production facilities, and preparing audit reports that are subsequently reviewed in the MUI Fatwa Commission session to determine the halal status of the product.

He further emphasized that with the implementation of mandatory halal certification in October 2026, attention to raw materials, additives, and processing aids becomes increasingly critical, as these elements fall within the scope of halal certification.

“Therefore, business actors must ensure that the materials used have clear origins and do not contain any elements prohibited under Islamic law,” Muslich stated.

According to the Deputy for Partnership and Halal Standardization at BPJPH (Halal Product Assurance Agency), Dr. H. Abd Syakur, S.Ag., M.Si., the mandatory halal certification in Indonesia is mandated under Act No. 33 of 2014 on Halal Product Assurance, which stipulates that products entering, circulating, and traded within Indonesia must be halal-certified.

He explained that the implementation of this obligation is carried out in phases. The next stage will cover various sectors, including traditional medicine, health supplements, cosmetics, chemical products, and genetically engineered products related to food, beverages, pharmaceuticals, and cosmetics. In addition, the halal requirement also applies to raw materials, additives, and processing aids used in the production of these products.

“Through the implementation of the halal product assurance system, the government provides protection and legal certainty to the public regarding the halal status of consumed and used products. On the other hand, halal certification also adds value for business actors by enhancing product competitiveness in both national and global markets,” he explained.

On the same occasion, the Deputy for Supervision of Traditional Medicines, Health Supplements, and Cosmetics at BPOM, M. Kashuri, S.Si., Apt., M.Farm., highlighted the importance of government oversight in health and cosmetic products. The supervisory system operates through three main pillars: supervision by business actors, supervision by the government as regulator, and supervision by the public as consumers.

“Business actors are responsible for producing and distributing products in accordance with applicable standards and regulations, including ensuring the quality, safety, and halal status of materials used. The government performs its regulatory function through policymaking, pre-market and post-market supervision, and guidance for business actors,” Kashuri explained.

He also noted that the public plays an essential role as informed consumers by checking products before use and reporting any products that do not meet requirements.

Through this initiative, LPPOM hopes that industry players will better understand the importance of ensuring halal compliance from raw materials to production processes. This will help optimize the implementation of mandatory halal certification in the cosmetics, traditional medicine, and health supplement sectors, while providing stronger halal assurance to the public.

To support industry players, LPPOM has introduced an educational innovation called “Halal On 30,” a 30-minute online session that explains the steps to obtain halal certification in a simple and practical manner.
