The Indonesian government continues to strive to strengthen the guarantee of halal products in the country. One of them is through the revision of the Halal Product Assurance (JPH) Act. This aims to make the halal certification process faster, easier, and cheaper.

The Indonesian government has made halal certification mandatory for all products in circulation. The products in question are goods and/or services related to food, beverages, medicines, cosmetics, chemical products, biological products, genetically engineered products, and goods used, utilized, or utilized by the public. The first stage ended on October 17, 2024 for food products, beverages, slaughtered products, and slaughtering services.

This is based on Act Number 33 of 2014 concerning Halal Product Assurance (UU JPH). This regulation has also undergone several changes until the last Act Number 6 of 2023 concerning Job Creation (UU Ciptaker). Along with this, Government Regulation (PP) Number 39 of 2021 concerning the Implementation of the Halal Product Assurance Sector, which is also a derivative regulation of the JPH Act, has been changed to PP No. 42 of 2024.

There are several changes related to business actors and stakeholders in the Indonesian halal industry. One of them, Article 160 of PP No. 42, states that the stages of halal obligations for Micro and Small Enterprises (UMK), which initially ended on October 17, 2024 have changed to October 17, 2026. The following change lies in the stages of mandatory halal for imported products or products from abroad, which also end on October 17, 2026.

“We responded very well and continue to encourage government efforts in realizing the implementation of mandatory halal. With the issuance of PP 42, MSMEs have additional time to take care of the halal certification process without too much time pressure,” explained the President Director of LPPOM, Muti Arintawati.

The postponement regulated in PP 42 of 2024, she continued, will provide significant benefits. MSMEs can continue to run their businesses while preparing themselves to fulfil halal obligations without having to race against time. That way, MSMEs have the opportunity to grow faster and become more competitive in the increasingly broad halal market.

On the other hand, importers of products and raw materials circulating in Indonesia are also given more time to comply with national halal regulations. Muti regrets the leniency given by the government for imported products. In addition to showing differences in treatment with domestic business actors, this could hinder the halal certification process for final food and beverage products that use imported raw materials.

“Even though there is a postponement, we hope that business actors in imported products will not relax. The increasing awareness of consumers of halal products certainly requires business actors to produce quality halal products. Of course, this will also increase the demand for halal import materials from user industries in Indonesia that are subject to mandatory halal. Don’t let this policy actually become an obstacle for medium and large business actors in halal certification of their products,” he said.

In addition, the implementation of this policy still faces a number of challenges. One of them is the awareness and readiness of MSMEs and importers to meet halal standards. Therefore, ongoing socialization and education need to be carried out massively so that business actors can better understand and be ready to undergo the certification process.

LPPOM actively supports the implementation of mandatory halal certification for all product categories in accordance with government direction. This effort includes education for business actors and various programs that facilitate the halal certification process faster and easier, including providing free halal certification facilities.

Currently, LPPOM continues to encourage halal awareness through various initiatives, not only for business actors but also for the community. LPPOM also provides an easily accessible platform through the website www.halalmui.org, where business actors and the community can check halal-certified products and get educational information related to halal.
