The enactment of Act No. 33 of 2014 concerning Halal Product Assurance is a form of halal assurance for the Indonesian people. It cannot be denied that Indonesia, as the country with the largest Muslim population in the world (87.5%), has excellent potential for the halal product market.
Referring to this law, in its implementation, halal certification in Indonesia is carried out by 3 (three) stakeholders, including the Halal Product Assurance Agency (BPJPH), the Indonesian Council of Ulama (MUI), and the Halal Inspection Body (LPH), one of them is the Assessment Institute for Foods, Drugs and Cosmetics Indonesian Council of Ulama (LPPOM MUI).
First, through the Halal Product Assurance Agency (BPJPH), the government has the authority to register halal certification applications and issue halal certificates. The Halal Product Assurance Act (UU JPH) also states that BPJPH has the task of socializing, educating and publishing halal products, which is also BPJPH’s obligation.
Second, the MUI is a forum for deliberation for Muslim ulama, zuama and intellectuals. BPJPH’s collaboration with MUI is carried out through halal auditor certification, stipulation of product halal fatwas, and LPH accreditation.
In determining a fatwa, the decision on whether a product is halal is determined by the MUI in the MUI Fatwa Commission session. The results are then submitted to BPJPH to become the basis for issuing halal certificates.
Third, LPH is an institution with the authority to conduct inspection and/or testing activities on product halalness. Every LPH must have at least 3 halal auditors who can carry out product halal inspections.
Halal auditors are tasked with checking and reviewing materials; processing; slaughtering system; research equipment, production space, and storage; checking distribution and presentation; check the halal assurance system; and report the results of examinations and/or tests to LPH.
One of the LPHs involved in halal inspection is LPPOM MUI. LPPOM MUI is an independent institution under the MUI which is tasked with checking product halalness. For its head office, LPPOM MUI is located in the Global Halal Center Building, Jalan Pemuda No. 5 Bogor, and on Jalan Proklamasi No. 51, Menteng, Central Jakarta.
