Through the Syawal Festival, LPH LPPOM facilitates free halal certification and drives change upstream—from meat grinding to priority tourist destinations. With a comprehensive and collaborative approach, this program strengthens the competitiveness of local halal products to penetrate the global market.

The Syawal Festival has become an annual milestone emphasizing the role of LPH LPPOM in supporting the progress of the national halal industry, especially for the Micro, Small and Medium Enterprises (MSMEs) sector. Held routinely every year since 2021, this program is tangible evidence of LPH LPPOM’s commitment to expanding access to halal certification, strengthening the supply chain from upstream to downstream, and encouraging inclusive and globally competitive economic growth.

Through this program, LPH LPPOM facilitates free halal certification for MSME actors, especially those engaged in the food sector, grinding services, and slaughterhouses. This certification provides halal assurance for consumers and increases the competitiveness and added value of MSME products in the local and global markets.

The purpose of holding this activity is a form of LPH LPPOM’s concern for MSMEs to increase their competitiveness and added value to their products. The Syawal Festival is also a means for LPH LPPOM to build an image as a professional, credible, and service-oriented Halal Inspection Body (LPH).

This activity also strengthens the relationship between LPH LPPOM and stakeholders, creates positive networks, and encourages accelerating the national halal ecosystem through cross-sector collaboration.

Concrete Steps of LPPOM from Year to Year

• Syawal Festival 1442 H / 2021

3,166 MSEs have registered businesses in this program, 644 of which have passed the halal certification facilitation. In addition, in this program, LPH LPPOM MUI provides technical guidance to 1,811 MSMEs.

• Syawal Festival 1443 H / 2022

Activities in the form of free halal certification facilitation and technical guidance to many selected MSMEs from all provinces in Indonesia, webinars on halal certification for the general public, and training of trainers (ToT) to several halal da’wah cadres from the community and halal influencers. 3,304 MSMEs received Technical Guidance at this year’s Syawal Festival.

• Syawal Festival 1444 H / 2023

KNEKS‘ research with the Halal Science Center IPB in 2021 showed that 85% of animal/poultry slaughterhouses (RPH/U) do not yet have halal certificates. Of course, this could be a significant obstacle for Indonesia, which aspires to certify 10 million halal products. As support for the Government’s program, LPPOM MUI provides free halal certification facilities to 30 RPH/U in 30 provinces in Indonesia.

​​Syawal Festival 1445 H / 2024

A total of 744 MSME actors have received regular halal certification facilities, of which 125 MSMEs were facilitated independently by LPPOM. Of the 125 MSMEs, 85 come from 5 Super Priority Destinations (DSP). There are 42 UMKs in Labuan Bajo, 10 UMKs in the Lake Toba area, 8 UMKs in the Borobudur area, 6 UMKs in the Likupang area, and 20 UMKs in the Mandalika area. A total of 40 others are spread across various provinces in Indonesia.

In this series, halal socialization and education were also held in webinars and talk shows with 477 participants. The selection of target locations for halal certification facilitation in tourist areas is expected to encourage the availability of more diverse choices. Thus, Indonesian tourism can accommodate the demands of various tourists, including Muslim tourists.

• Syawal Festival 1446 H / 2025

Significant problems in Indonesia’s halal product supply chain are often found in the early stages of production, especially in meat grinding services. In 2024, more than 70% of beef circulating in the market was absorbed by meatball traders. However, only around 1.5% of them have been certified halal.

Therefore, LPH LPPOM took a strategic step by encouraging halal certification from the upstream side, namely by facilitating halal certification for 103 meat grinding services in 19 provinces. LPH LPPOM also created a pilot project for halal meat grinding services in Bogor and Makassar. Halal education and socialization have also been massively carried out to more than 1,496 participants throughout Indonesia.

Towards Indonesia as the Centre for World Halal Producers

With the Syawal Festival program, LPH LPPOM has proven its consistency in strengthening the national halal sector from regulatory and education to implementation in the field. Focusing on the upstream, such as grinding services and RPH, is a smart strategy to ensure the quality of halal products from the beginning of the production process.

It is hoped that the Syawal Festival’s sustainability will strengthen Indonesia’s position as the center of world halal producers and answer global challenges in realizing an integrated, competitive, and inclusive halal ecosystem.
